TOD SEPP Finalisation
The 8 accelerated Transit Orientated Development (TOD) precincts announced and exhibited by the Department of Planning, Housing and Infrastructure in early 2024 have now been finalised. The changes took effect on Wednesday 27 November through amendments to the relevant LEPs.
The precincts include Crows Nest, Bankstown, Macquarie Park, Hornsby, Kellyville/Bella Vista and Homebush.

A new State significant development (SSD) pathway that supports the TODs has also been finalised, through amendments to State Environmental Planning Policy (Planning Systems) 2021. These include:
a temporary SSD pathway until 30 November 2027 for residential DAs valued over $60 million
infill affordable housing height and FSR bonuses and the associated SSD pathway have been turned off within the TOD Accelerated Precincts.
removing some requirements for DAs to be referred to other government agencies.
replacing design competitions with a faster pathway to ensure design excellence and speed up housing delivery.
