Keylan Consulting was founded in 2016 by Directors Michael Woodland and Dan Keary, who began in a small, shared office space in Manly. Drawing on both Michael and Dan’s combined experience of over 60 years within local and State government, Keylan has grown into Sydney’s leading planning consultancy, with a strong foundation in State significant development, government policy and major rezonings.

Collectively, our projects have delivered:

over 285 development approvals with an investment value of over $7.5 billion
over 55 SSDA approvals with an investment value of almost $5 billion
15,100 new residential dwellings
more than 2 million sqm of GFA of commercial, industrial, and mixed-use land
over 26,000 construction and operational jobs

Now comprising a highly skilled team of 15 staff across two offices in Manly and the Sydney CBD, our growth has been driven by a strong track record delivering more than 550 of the State’s most significant and complex projects, including:

The Sydney Opera House Building Renewal Program, securing multiple State and Commonwealth approvals for major upgrade works to the iconic, World Heritage listed building.
A $6 billion rezoning in Melrose Park, comprising over 5,000 dwellings, a new town centre, community uses and open space, and a recent affordable housing development which was one of the first HDA SSDAs to be approved.
Oakdale East and West warehousing developments, generating more than $1 billion in investment in Western Sydney.
A $350 million seniors living development in Frenchs Forest, comprising over 300 independent units, a residential care facility, and supporting communal facilities over 2.5 hectares.
Ongoing engagement by the Department of Planning, Housing and Infrastructure to provide strategic advice on major policy reforms, including the Education SEPP, Western Sydney Aerotropolis and complying development provisions for industrial and commercial sectors.
