Keylan Consulting is the planning consultant for the Sydney Opera House’s (SOH) Building Renewal Program, which includes a range of works aimed at maximising the Opera House’s economic and cultural contribution to NSW and Australia as the nation’s premier tourist destination and one of the world’s pre-eminent performing arts centres.In this role, we have provided on-going strategic planning advice to the SOH and prepared several Environmental Impact Statements for major upgrade works which have been approved by both the State and Commonwealth governments.We also led the preparation of a comprehensive Environmental Impact Statement for upgrade works to the Concert Hall and for a new Creative Learning Centre, which was lodged in October 2018 and approved by the Minister for Planning and Public Places on 12 December 2019.On 8 May 2020, we secured another SSD approval for upgrades to the Lower Concourse. The approved works will improve the amenity of the iconic Opera Bar and Welcome Centre and strengthen the Opera House’s role as a world-renowned performing arts centre and tourist destination.

New Grafton Correctional Centre
KEYLAN Consulting prepared the Environmental Impact Statement for the concept proposal and Stage 1 works for the New Grafton Correctional Centre (NGCC). The NGCC comprises a major 1,700 correctional facility on a greenfield site at Lavadia, approximately 12.5 km south-east of Grafton.The EIS undertook a comprehensive assessment of relevant issues including visual amenity and built form, noise, ecology, biodiversity, heritage, social and economic, geotechnical and hydrology.The concept proposal and stage 1 works were approved in March 2017.

North Shore Health Hub, St Leonards
Dexus’ proposed North Shore Health Hub at St Leonards comprises the construction of two new buildings to create a collaborative hub for health specialists and services to complement and integrate with the broader St Leonards health precinct. It will contain a range of uses including private hospital, medical specialist suites and associated allied health uses such as osteopathy, oncology, radiology, physiotherapy and speech pathology.The proposed development is State significant development and Keylan Consulting has prepared multiple Environmental Impact Statements in support of the proposal.Keylan Consulting prepared three separate Environmental Impact Statements in support of State significant DAs for Towers A and B of the North Shore Health Hub and secured approval for each DA.We have also recently prepared and lodged a modification to the North Shore Health Hub, seeking minor amendments to the approved DA plans which have arisen from detailed engineering design to accommodate 5 Star Green Star energy requirements and to facilitate a high-quality architectural design outcome.

Overseas Passenger Terminal
KEYLAN Consulting prepared the EIS for a major new restaurant (capacity up to 800 patrons) and micro-brewery in Tenancy 5 of the Overseas Passenger Terminal at Circular Quay. The proposal also required an amendment to the Sydney Cove Redevelopment Authority Scheme.As the site is located within the World Heritage Buffer of the Sydney Opera House, the proposal required a detailed, tailored EIS. Keylan Consulting worked in close consultation with the project architect, heritage advisors and other specialist consultants and secured approval for the proposal in August 2017.We have also recently prepared and lodged an application to modify the consent in relation to outdoor area operating hours and patron capacity and a State Significant DA for the construction of shade structures in the outdoor eating areaBoth applications have now been approved by the Department of Planning, Industry & Environment.

St George Community Housing proposes a new social and affordable housing development including 160 social and affordable apartments, ground floor common facilities, and commercial and retail space.This important project is one of the first to appear before the Government’s new State Design Advisory Panel.Keylan Consulting provides all strategic planning advice for the project including preparing the Environmental Impact Statement for the proposal, which comprises a proposal for an 18-storey development valued at more than $49 million.The EIS undertook a comprehensive assessment of relevant issues including strategic justification, built form, urban design and visual impacts, environmental and residential amenity, safety, noise, Aboriginal and European Heritage, social and economic.The application was approved by the Independent Planning Commission on the 10 September 2019.

Multi-Trades and Digital Technology Hub, Meadowbank Campus
TAFE NSW is developing a new Multi-Trades and Digital Technology Hub at the TAFE NSW Meadowbank Campus. The development is a key component of the Meadowbank Education and Employment Precinct that has been established by the NSW Government and the Greater Sydney Commission. The Precinct is envisioned as a world-class education precinct.The State Significant Development involves the construction of a six storey educational facility to accommodate disciplines under building, construction, engineering and manufacturing with a focus on new digital technologies.Keylan Consulting provided statutory planning advice for the project and prepared the Environmental Impact Statement to support the application. The EIS includes a comprehensive assessment of issues that relate to the built form and urban design, environmental amenity, transport and accessibility, heritage, noise and vibration, flooding and construction impacts.The project design was refined in response to feedback from the NSW Government’s State Design Review Panel and the EIS was lodged in October 2019. The application was approved in September 2020.

Epping Town Centre
Landcom, on behalf of Sydney Metro, is undertaking a major new residential development for the Epping Town Centre including approximately 442 dwellings, communal and private open space areas, through-site linkages and up to 700m2 of non-residential GFA.Keylan Consulting prepared the Environmental Impact Statement for the proposal, which comprises a concept proposal for future residential flat buildings, comprising three towers connected by two podium structures. The EIS undertook a comprehensive assessment of relevant issues including strategic justification, visual amenity and built form, noise, ecology, biodiversity, heritage, social and economic, and geotechnical.The DA has a CIV of over $163 million and was lodged with the Department of Planning, Industry and Environment in August 2019 and a Response to Submissions, prepared by Keylan, was lodged in November 2019. The application was approved in July 2020.

Elevation at Greystanes Estate
Keylan Consulting has prepared a Request for Secretary’s Environmental Assessment Requirements and the Environmental Impact Statement for a major new warehousing and logistics estate within the Western Sydney Employment Area.The proposal covers approximately 18.6ha of the Greystanes Northern Employment Lands and is planned to comprise seven warehouses up to 42m in height. The proposal has a CIV in excess of $180 million and is expected to provide 774 construction jobs and 780 operational jobs.The EIS includes an assessment against planning controls under State Environmental Planning Policy (Western Sydney Employment Area) 2009 and a range of complex issues including built form, Aboriginal heritage, traffic and transport, contamination, stormwater, noise and vibration. The EIS was lodged in August 2020.

Keylan Consulting prepared the Environmental Impact Statement for a new warehousing and distribution development at Banksmeadow on behalf of Orica Australia.The State Significant Development Application seeks to develop 4.1 hectares of the Southlands industrial estate into a 19,780sqm warehouse and distribution facility capitalising on the site’s proximity to Port Botany.The EIS includes an assessment against planning controls under State Environmental Planning Policy (Three Ports) 2013 and addresses a range of complex environmental issues. The EIS was lodged in March 2020 and was publicly exhibited in May 2020.
