Policy and strategy advice

NSW Education Policy

KEYLAN Consulting was engaged by the NSW Department of Planning and Environment to provide policy advice on amendments to planning regulations for schools. This involved advice on options for more streamlined and efficient approvals processes for schools, and the drafting of a Code of Practice for non-government schools undertaking development under Part 5 of the Environmental Planning and Assessment Act 1979. This work was included in a comprehensive package of planning system amendments for educational facilities released by the NSW Government in December 2017.

SEPP Review

KEYLAN Consulting has assisted the Department of Planning and Environment with the review of multiple State Environmental Planning Policies (SEPPs). The review is aimed at modernising, simplifying and improving the effectiveness and usability of SEPPs as part the Government’s commitment to simplifying the NSW planning system. KEYLAN undertook a detailed review of a number of SEPPs, including consideration against the more recent provisions of the Standard Instrument Local Environmental Plan and contemporary strategic planning and policy directions and provided advice on whether the SEPPs should be retained and, if so, how they could be amended to meet the above aims. This advice is being used by the Department to inform its on-going SEPP review program.

Rezoning Review

Keylan Consulting was engaged by the NSW Department of Planning and Environment to undertake a high-level evaluation of the rezoning review process. This involved the analysis of completed rezoning review requests, consulting with key stakeholders, an evaluation of issues in relation to the aims of the rezoning review process and the NSW Government’s planning priorities and to provide recommendations for any changes to the process. This evaluation is being used by the Department to inform its on-going review of the rezoning process.

Sirius Site

Keylan Consulting was engaged by the NSW Department of Planning to provide planning advice on amendments to the State Environmental Planning Policy (State Significant Precincts) 2005 relating to the Sirius building in The Rocks. As part of this engagement, we assisted the Department in its community consultation sessions, undertook a detailed review of submissions received on the draft amendments, provided advice and recommendations on key issues and assisted in the preparation of the Department’s planning report. The amendments provide for updated planning controls for the site, aimed at ensuring any redevelopment of the site is compatible with surrounding land uses and sympathetic to the character of The Rocks Conservation Area and significant views in the locality. The SEPP amendments were made in August 2018.

Independent Planning Commission

Keylan Consulting is engaged by the Independent Planning Commission to provide planning advice and assistance on a range of matters reviewed by the Commission. In this role, Keylan provides expert technical advice and support to the Commission on rezoning reviews, the assessment of State significant DAs and other matters referred to the Commission.

Sydney Olympic Park Signage Policy

Keylan Consulting was engaged by the Sydney Olympic Park Authority to undertake a review of all existing signage policies within Sydney Olympic Park and prepare a revised signage policy. The Policy will be considered by the Sydney Olympic Park Authority in assessing all future development applications to erect or display signage.
