KEYLAN Consulting is the lead planning consultant for the Melrose Park urban renewal precinct in the Parramatta LGA. Melrose Park is a $6 billion project across 25 ha precinct comprising 5,000+ dwellings, a new Town Centre, comprising employment uses, retail uses, community uses, and childcare centres, as well as 3.4 ha of open space.The project involved preparation of a Structure Plan, Masterplan and a comprehensive Planning Proposal, which achieved Gateway determination from the NSW Department of Planning and Environment in September 2017 (updated in 2019). We are currently working with Council and the State Government on progressing this major urban renewal project.
The Billbergia Group proposes a new Town Centre for the Camellia Precinct across a 10.3 ha site including residential, commercial and retail uses, community facilities, open space and major infrastructure works.KEYLAN Consulting is the lead planning consultant for this state significant urban renewal precinct to support the growth of Parramatta and Western Sydney.The project has been recognised by the State and Local Government as a catalyst development for urban renewal of an old industrial site with interface with new light rail to support future employment and residential opportunities.A Planning Proposal has been lodged with the City of Parramatta Council.

St Marys Development Site
Keylan Consulting is Lendlease’s planning consultant for Amendment No. 3 to Sydney Regional Environmental Plan No. 30 – St Marys (SREP 30).SREP 30 applies to the St Marys Development Site, which comprises the established suburbs of Ropes Crossing and Jordan Springs, the North and South Dunheved employment precincts, the 900 ha Wianamatta Regional Park, and areas zoned for drainage, regional open space and roads.Amendment No. 3 was gazetted on 9 October 2020 and rezoned approximately 38.4ha of land within the Central Precinct from Employment to Urban which will facilitate approximately 500 additional residential lots. The amendment also revises the size and location of Drainage zones to reflect the updated stormwater management strategy for the site and rezones approximately 3.2 ha of land from Urban to Regional Park.
Keylan Consulting prepared a Planning Proposal to permit hospital uses on land for the North Shore Health Hub in St Leonards. The North Shore Health Hub will be a world-class medical facility that includes a range of hospital services, cancer care, radiology and imaging, pathology, medical suites and allied health. It will contribute significantly to and integrate with the broader St Leonards health precinct.The Planning Proposal was finalised through an amendment to the Willoughby Local Environmental Plan 2012 in March 2018 and the North Shore Health Hub is now under construction.Keylan Consulting has also prepared a second Planning Proposal for the creation of a landmark health and education development on the remainder of the site, which was lodged with Willoughby City Council in December 2018. Keylan Consulting lodged a revised Planning Proposal seeking a range of additional permitted uses in March 2020.
Keylan Consulting has prepared a Planning Proposal for a 7.3 hectare site at Dunmore Street, Pendle Hill. The Planning Proposal was lodged with Cumberland Council in April 2020.The Planning Proposal seeks to amend the Holroyd Local Environmental Plan 2013 through rezoning, additional permitted uses and revisions to height and floor space ratio controls. The primary objective of the Planning Proposal is to facilitate higher density residential development on the site that will continue to be used for seniors housing, as well as affordable key worker housing, community facilities, allied health services and publicly accessible open space.
