Keylan Consulting was formed in July 2016 by Directors Dan Keary and Michael Woodland, who collectively have nearly 50 years professional planning experience in the private, local and state government sectors.

Dan has over 25 years’ professional planning experience in the public and private sectors. He holds a Bachelor of Science (Urban Geography) and a Master of Urban of Regional Planning and is a member of the Planning Institute of Australia. Dan was employed in a variety of senior positions with the NSW Department of Planning and Environment, including Executive Director Infrastructure and Industry Assessments. In these roles, Dan was responsible for the assessment and delivery of multiple planning instruments, major infrastructure and development projects and planning proposals, providing him with extensive experience in all aspects of land use planning and policy. Dan also worked as Planning Manager with Lendlease where he successfully guided amendments to State level planning instruments and secured major development approvals.

Michael holds a Bachelor of Town Planning Degree from the University of NSW with over 25 years’ experience as a Town Planner. Michael was previously employed by the NSW Department of Planning and Infrastructure for 12 years in a wide variety of senior roles, with the last 7 years as a Director leading a number of assessment and policy teams. He has a comprehensive knowledge base and expertise of state and local government across a broad range of statutory and strategic planning issues in NSW. Michael has taken a lead role in over 100 major urban renewal and state significant approvals across NSW with an estimated value of approx. $10 billion including residential, commercial, retail, industrial, community facilities, educational and senior living developments.

Kane has over 20 years’ experience in the public and private sectors and holds a Bachelor of Engineering (Civil and Environmental). Kane’s skills include development assessment, project management and environmental management on complex infrastructure, mining and industry projects. Kane was previously employed by the Department of Planning and Environment as a Team Leader in the Department’s development assessment division. Over his 11 years at the Department, Kane assessed a broad range of State significant projects including mining, transport infrastructure and industrial development. Kane’s experience across regional NSW and the Sydney metropolitan area includes motorways, metro rail and light rail, mining projects, water supply and sewerage infrastructure, contaminated site remediation, warehouse and distribution centres, industrial sites and cultural events sites.

Rebecka has over 18 years planning experience in the private, state and local government sectors. She has extensive experience in both the assessment and preparation of a variety of development applications including the Sydney Opera House, Lendlease’s Jordan Springs Seniors Development and SGCH's Affordable Housing Development in Redfern. During her time as a Senior Planner in Key Sites Assessments at the NSW Department of Planning and Environment Rebecka was responsible for the assessment of a range of State significant projects including Walsh Bay, Barangaroo, Campbell’s Cove and The Rocks. Prior to this, Rebecka worked at Lane Cove, Tweed and Port Macquarie-Hastings Councils, and gained extensive experience in development assessment and strategic planning. Rebecka was also employed at Land and Housing Corporation where she prepared strategic advice, statements of environmental effects and site compatibility certificates for major social housing projects.

Padraig holds a Bachelor of Arts in Geography, Planning and Environmental Policy and a Masters in Regional and Urban Planning, with over 7 years of international planning experience in local government and the private sector. During his time as a Senior Town Planner at The Hills Shire Council, he was responsible for the assessment of large scale subdivisions, residential and infrastructure projects and represented Council at Land and Environment Court proceedings, including as an expert planning witness. Prior to this, Padraig worked as a Planner with SJB Planning where he was involved in both the preparation and assessment of a variety of large scale development applications. Padraig migrated from Ireland in 2014, where he worked as a Planner in the private sector and in planning research in University College Dublin. Through his various roles, Padraig has developed extensive knowledge and experience across both statutory and strategic planning processes.

Richard holds a Bachelor in Geography and Master’s degree in Environmental Planning. He has over 7 years of planning experience in both the public and private sector and is a chartered member of the Royal Town Planning Institute. Richard relocated to Sydney in 2019 and worked for Sydney Olympic Park Authority where he was involved in State Significant Development proposals, planning policy and the assessment of local development applications. He was previously employed by Rolfe Judd Planning in London where he was responsible for advising and preparing proposals for major residential lead schemes for housebuilder and community housing clients. His prior experience also includes roles in local government where he assessed large scale development proposals including residential, commercial and rail infrastructure.

Sammy holds a Bachelor of Planning from Macquarie University. Prior to starting at Keylan, Sammy was employed at a private planning consultancy for a year working on residential, industrial and commercial development applications, with a particular focus on greenfield development. Sammy has been employed with Keylan since July and assists in the preparation of a multitude of planning documents, including statement of environmental effects, modifications and planning proposals.

Cameron is completing his Bachelor of City Planning at the University of New South Wales and is currently on his work placement year with Keylan. Cameron has been employed with Keylan since 2019 and assists our team on a wide range of projects, including research and policy, development applications and planning proposals.
