Melrose Park

Keylan Consulting is the planning consultant for Melrose Park North and the Victoria Road Site (VRS). The VRS is a large prominent site fronting Victoria Road, Melrose Park. Keylan has prepared multiple Statements of Environmental Effects in support of the following VRS development applications:
  • Concept Masterplan for 1,077 dwellings and Stage 1 for 277 apartments, retail, subdivision, parking and earthworks, including Clause 4.6 Submission – approved by the Sydney West Central Planning Panel in 2017
  • Stage 2 for 207 dwellings, subdivision and parking - approved by the Sydney Central City Planning Panel in 2018
  • Stage 3 for 157 dwellings, subdivision and parking - approved by the Sydney Central City Planning Panel in 2018
  • Stage 4 for 412 dwellings, subdivision and parking - approved by the Sydney Central City Planning Panel in 2020
 The VRS plays a critical role as the first Stage of the North Precinct and entrance into the Melrose Park Precinct. The public benefits associated with the VRS include increased housing supply, dwelling mix and choice, landscaped areas and public domain improvements, childcare facility and retail, new roads and connections, and Section 7.12 Contributions. Keylan has also been successful in securing a number of other related Development Approvals to support the urban renewal of Melrose Park including subdivision, demolition and infrastructure approvals.

Phillip Street Terraces Precinct Upgrade

Keylan Consulting prepared a Statement of Environmental Effects (SEE) in support of a development application to upgrade the State Heritage Register listed Phillip Street Terraces Precinct in the Sydney Central Business District. The proposal involved a range of works aimed at improving the amenity of the terrace courtyard space by enhancing and activating the courtyard through additional access points, installation of an operable glass roof, new furniture, paving and landscaping and upgrades to the terrace basements. This SEE provided a comprehensive environmental assessment of the proposal including impacts and proposed mitigation measures and an assessment against relevant matters set out in relevant legislation, environmental planning instruments and planning policies and strategies. Development consent was granted by the City of Sydney Council in March 2017. Keylan Consulting has also prepared modification applications allowing for internal design changes and the extension of operating hours, both of which have been approved.

TAFE Meadowbank

TAFE NSW is divesting the northern part of its Meadowbank Campus to the NSW Department of Education as part of the establishment of a new preschool, primary school and high school on the site. This requires TAFE to vacate the divested portion of the site and relocate its existing services from this part of the site to within the remaining part of the campus or to TAFE’s Ultimo Campus, with associated internal and external construction works. Keylan Consulting prepared Review of Environmental Factors (REF) for the works at both the Meadowbank Campus and Ultimo Campus. Both REFs provided a comprehensive assessment of the proposed works and associated environmental impacts and considered a wide range of issues including design, heritage, landscape and traffic. Both REFs were recently approved, allowing TAFE NSW to proceed with delivering upgraded and modernised facilities for students and staff.

Silverwater Correctional Complex

As part of the NSW Government's Prison Bed Capacity Program, the NSW Department of Justice is proposing to expand the Metropolitan Remand and Reception Centre (MRRC), located within the Silverwater Correctional Complex at Silverwater. Keylan Consulting prepared a Review of Environmental Factors to assess the environmental impacts of early works at the MRRC, Silverwater, which addressed a broad range of issues including noise, traffic, heritage and contamination. The REF was approved in September 2018.

Digital Advertising Signage

Keylan Consulting prepared multiple Statement of Environmental Effects (SEE) in support of development applications for new digital outdoor advertising within transport corridors. We have achieved Ministerial Development approvals across numerous locations including Roseville, West Ryde, Lewisham and Leichhardt. These signs provide an important revenue stream to maintain and upgrade the network. The applications require careful assessment of potential visual impacts on adjoining properties to ensure the character and amenity of the surrounding neighbourhoods are maintained. The applications also require a strong assessment and demonstration of public benefits in accordance with the new Guidelines.

Jordan Springs Seniors Living Development

Keylan Consulting prepared multiple Statements of Environmental Effects for residential subdivision and a seniors living development at Jordan Springs, in the Penrith LGA. The residential subdivision was approved in January 2019 and the seniors living development was approved in February 2019. A third SEE for stage 2 of the development was lodged in November 2019, comprising three 6 storey seniors living apartment buildings providing 139 apartments, communal health and wellbeing facilities and communal open space. Stage 2 was approved in October 2020 by the Sydney Western City Planning Panel. The approvals provide additional housing diversity and supply in the Western City District, including traditional detached dwelling lots, 51 seniors villas and 139 independent living units on a site with excellent access to transport services, health and retail services in the Jordan Springs town centre.

Advertising Murals

Keylan has successfully secured the approval of 5 advertising murals for Apparition Media at a range of iconic locations in the City of Sydney LGA, one on appeal in the NSW Land and Environment Court (L&E Court). These unique hand painted murals signs blend traditional third party advertising with street art, which are re-painted monthly using a range of local artists. In 2018, the L&E Court approved a mural at 4-6 York Street, Sydney, which contributes to the ‘urban room’ of the Wynyard Park/Lang Park area, creating a vibrant street frontage and enhancing the terminating vistas of York Street and Carrington Street.  In April 2020, Keylan successfully secured modification approval to ensure the continued use of the signage. In 2019, Keylan secured approval from the City of Sydney for a mural at the former Darling Park Monorail station at 187 Sussex Street, Sydney. The mural provides a positive public benefit by reactivating the former monorail station and by dedicating advertising space for community uses. In May 2020, Keylan successfully secured modification approval to ensure the continued use of the signage.

Social, Affordable and Seniors Housing

The Land and Housing Corporation proposes to develop affordable housing to meet the increasing need for affordable housing throughout NSW. Keylan Consulting is providing planning advice for LAHC for sites across NSW.

New Department of Primary Industries Head Office, Orange

Orange City Council engaged Keylan Consulting to undertake an independent assessment of a new commercial office building in Prince Street, Orange. The new building will be used as the new head office of NSW Department of Primary Industries. The project is valued at approximately $55 million and is expected to generate in the order of 650 full time jobs during its operation. Keylan prepared a comprehensive assessment report and provided a recommendation for determination of the development application, including recommended conditions of consent. The DA was approved by the Western Regional Planning Panel in December 2018.

Randwick Racecourse

Keylan prepared two development applications for the Australian Turf Club relating to the retention and permanent use of the temporary race day stalls and infield carpark. Randwick City Council approved the DAs in December 2018. The permanent use of these structures will contribute to Sydney's entertainment, cultural and tourist assets, by supporting the continued use of the Royal Randwick Racecourse as a major sports and recreation facility.

Ken Rosewall Arena

The Department of Planning and Environment has approved the $9.9 million upgrade to the Ken Rosewall Arena in Sydney Olympic Park, including the construction of a new lightweight roof structure designed by Cox Architecture. Keylan Consulting played a key part in the project by undertaking an independent assessment of the application on behalf of the Sydney Olympic Park Authority. The proposal is a significant upgrade to the Arena to allow for indoor court sports and events, such as major netball and tennis matches. Importantly, it provides for a much improved facility that allows for Tennis NSW to host international events at Sydney Olympic Park.

Seniors Living and Mixed Use Development, Frenchs Forest

Following a section 8.2 request for review of determination, Keylan secured approval from the Sydney North Planning Panel for a seniors living and mixed use development at Skyline Place, Frenchs Forest, on behalf of Platino Properties. The approved development comprises 48 independent living apartments, over 2,000 sqm of office/business uses and café with associated basement car parking. It includes a carefully considered architectural response to the site and locality, including substantial landscaped setbacks and a strongly articulated built form that results in two distinct building forms above a united base. Further, in 2019 Keylan lodged a modification seeking to reduce the amount of commercial/retail floorspace and increase the number of apartments to 56. The modification was approved by the Sydney North Planning Panel in August 2020. The development responds to the growing demand for seniors housing in the Northern Beaches LGA and aligns with the evolving character of the Frenchs Forest Health and Education Precinct.

Westfield Modifications

Keylan has successfully secured the approval of four modifications to two major restaurants located on Level 7 within Westfield Sydney, on behalf of the Mantle Group. The modifications apply to restaurants Duck and Rice and Babylon. These tenancies are located in the centre of the Sydney CBD, in a highly popular tourist and visitor area. The modifications will improve the functionality of the tenancies, extend operating hours and increase the patron capacity.

Digital Advertising Signage

Keylan Consulting has prepared Statement of Environmental Effects (SEE) in support of development applications for new digital advertising signs along road corridors in seven locations across NSW on behalf of JCDecaux and Transport for NSW. The development applications have been specifically prepared in accordance with requirements under State Environmental Planning Policy No. 64 – Advertising and Signage. We have recently received Ministerial Development approvals for signage along strategic transport corridors at five sites including Wyong, Balgowlah, Thornleigh, Yagoona and St Andrews. These signs play an important role in generating revenue for Transport for NSW to support road maintenance and management programs as well as provide for critical road safety messaging.

Multipurpose Services Program

Keylan Consulting has prepared two Review of Environmental Factors and a Statement of Environmental Effects on behalf of NSW Health Infrastructure as part of the NSW Government’s Multipurpose Service Program. The Multipurpose Services Program seeks to provide improved access to health services in rural and remote communities. The REFs were prepared for the construction of residential accommodation for essential workers and a new aged care wing at Hay Hospital to improve capacity and service quality. The REFs were approved in July 2020. The SEE supported a development application for the construction of three apartments at the Tocumwal Health Service for essential workers. The application was lodged in July 2020 and approved in September 2020.

Summer Centre, Orange

Keylan Consulting was engaged by Orange City Council to undertake the assessment of a $25 million mixed use development within the heart of the Orange CBD. The four-storey development comprises 98 hotel/motel accommodation rooms, a pub and bistro, retail and 189 parking spaces. The assessment entailed a range of issues including a Clause 4.6 variation to height, traffic and heritage and concluded that the DA should be approved, subject to conditions, noting its economic benefits to the region and high-quality design. Orange Council’s Planning and Development Committee adopted our recommendation and approved the DA on 3 November 2020.
